# Career Opportunities: Join the Investing in Nutrition and Early Years (INEY) Phase 2 Program
The Indonesian government, in strategic partnership with the World Bank, is intensifying its national commitment to combat stunting and improve developmental outcomes for children under five. Through the Investing in Nutrition and Early Years (INEY) Phase 2 program, the Ministry of National Development Planning (Bappenas) is currently seeking highly qualified professionals to fill several expert roles. This initiative is pivotal in enhancing the quality of nutrition and health services for adolescent girls, expectant mothers, and children aged 0–59 months.
Bappenas, as the leading national planning agency, serves as the primary architect for Indonesia’s development trajectory. Professionals joining this program will play a crucial role in shaping the future of public health and national human capital development.
## Available Expert Positions
We are currently inviting applications for the following specialist roles. Each position requires a commitment to excellence and a passion for public service.
1. Liaison Officer for Secretariat of the Vice President, Ministry of Finance, and Coordinating Ministry for Human Development and Culture
This role serves as a bridge between Bappenas and key stakeholders to ensure the seamless execution of Disbursement-Linked Results (DLRs).
* Key Responsibilities:
* Coordinate with relevant ministries to ensure DLR verification protocols are met.
* Identify bottlenecks and facilitate communication between agencies to resolve implementation hurdles.
* Support the monitoring of the Program Action Plan (PAP) and provide regular progress reports.
* Qualifications:
* Minimum Bachelor’s degree (S1) in Public Health, Nutrition, Economics, or related fields.
* At least 3 years of experience in project management, monitoring, and evaluation.
* Proven experience in inter-ministerial coordination.
* Technical proficiency in data analysis software (SPSS, Stata, or Microsoft Excel).
2. Environmental and Social Safeguards (E&S) Specialist
The E&S Specialist ensures that the program adheres to both national and international environmental and social standards, fostering inclusive and sustainable development.
* Key Responsibilities:
* Implement the Environmental and Social Commitment Plan (ESCP) and manage grievance mechanisms.
* Identify and map social and environmental risks relevant to the INEY program.
* Facilitate capacity-building programs regarding the World Bank’s Environmental and Social Framework (ESF).
* Qualifications:
* Minimum Bachelor’s degree (Master’s preferred) in Environmental Science, Social Sciences, or Anthropology.
* Minimum 3 years of experience in E&S monitoring and evaluation.
* Strong analytical skills (quantitative/qualitative) and excellent English communication abilities.
3. Monitoring and Evaluation Expert (Early Childhood Education Support)
This role focuses on the holistic development of children by strengthening the monitoring frameworks within the PAUD-HI (Integrated Early Childhood Education) program.
* Key Responsibilities:
* Design and implement M&E frameworks and accurate baseline indicators.
* Review and analyze M&E results to provide policy recommendations.
* Provide technical guidance to the PAUD Directorate.
* Qualifications:
* Master’s degree (S2) in Early Childhood Education, Statistics, or Research & Evaluation.
* Minimum 5 years of experience in educational M&E and cross-sectoral coordination.
* Advanced proficiency in statistical data analysis applications.
4. Public Policy, Advocacy, and Field Mobilization Expert
This specialist will provide critical analytical support to the Coordinating Ministry for Human Development and Culture regarding stunting reduction strategies.
* Key Responsibilities:
* Develop policy briefs and innovative program frameworks based on national survey data (SSGI, SKI, etc.).
* Conduct advanced data analysis to drive evidence-based policy corrections.
* Support leadership in streamlining coordination and synchronization of stunting intervention programs.
* Qualifications:
* Master’s degree (S2) or PhD in Public Policy, Public Health, or Health Statistics.
* Minimum 5 years of experience in stunting-related programs within government agencies.
* Excellent analytical, leadership, and English communication skills (TOEFL 550 or IELTS 6.5).
